The europolitburo says "Transport is a particular problem, given its increasing emissions levels."

The facts say "average new car CO2 emissions has been reduced by almost 12 per cent since 1997 - despite a 16.5 per cent rise in cars on the road"

It's got even 'better' since 2007.

Therefore any rise must have come from other sources including polluting public transport. Yet some uninformed eorocrat says the response from the gravytrainers "could include looking at tax incentives to discourage car use and promote public transport"

This is to be tackled under the disguise of another, bigger myth.

"the emissions trading scheme (ETS), is not sufficient to fight climate change" (so it's unfit for purpose due to EU incompetence now being charged to the motorist?)
