Smiley Face Speed Warnings

Over here in sunny BexleyHeath the local council have put up a number of electronic warning signs, with a smiley face if your under the limit and a sad face if over. They also give a reading of each cars road speed as it passes.
Obviously they're set at exactly 30. I was transfixed today when in a line of closely following cars this thing rapidliy changed between happy/sad/happy/sad.
Apart from making my day, I had a thought.
Does anyone know if they use laser, the same as mobile laser guns?
I only ask because being a cynic, I haven't bought a LRC100 yet because I would have no idea whether I'd just spent £300 on something that worked or not.
Until now.......May give a whole new meaning to the expression on his face.

We have one just down the road, on the approach to a school. This, of course, I approve of providing they qualify any stats it logs with the times the little darlings might actually be expected to be in the vicinity.
At other times I reckon its fair game to see just how sad a face can be provoked: anyone with a record 'score' to report.

There is occasionally one of these on my way to work, complete with the parkinson family writing down the speeds in their little jotters.
Dutifully noting numbers in their books one morning, writing down each car that passed, as each one got the frowny face for going over 30mph.
I'd have love to have seen their figures for that week...
... because they set it up in a 40 limit!
