I've had the police on the phone to me for an incident once. Can't really remember the details but he reported my driving, the police phoned me, I told them he was talking sh!te (which he was) and that he'd been the one driving badly. They warned me about my driving and that was it.Not Saying you shouldn't of phoned, just wondering what the police will do?
I also know of a few instances of people phoning to report others and the police phoning back with an update on what happened. So they don't just leave it, but witnesses would be needed for any sort of formal action against the driver.
But as the OP says, it might be enough to give the driver a proverbial kick up the ar$e.

A talking to from the police might cool his jets, better that than being yet another reason for insurance to go up when he punts it into another car.I would have phoned the cops also IMO.
