'Best' can have different meanings. For me it means emotion and the correct use of the song for the moment in the film.

For me, strong contenders are:

The Heat finale - God Moving over the Face of the Waters, Moby; and
House of Flying Daggers - Lovers, Shigeru Umebayashi; and
American Beauty - Any Other Name, Thomas Newman

The OP is spot on about Heat and Moby. I had the luck to see that film at the cinema and it's a great ending.
I would also second the Blade Runner opening scene by Vangelis. Ialso enjoy the credits music too.

I think the Lalo Schifrin incidental music from a scene in Dirty Harry, where the killer is on the roof, is great, especially from about 3.15 onwards. http://www.youtube.com/watch?v=NmLG3uJrjNY&fea...

anything in new miami vice esp linc park / jay z
the tune in collateral when hes on the dance floor shooting
the tune in blade when the blood comes out the ceiling on the dance floor

anything in the original star wars makes me go all funny
