Erm.. I would imagine if the owner cared for their dog, they would already be chipped. Those that are not are probably the chav type who have a dog for 'bravado' reasons. More punishment for the lawful I'm afraid.

Not a bad idea

You can even get a machine to chip them so it is a faster process
