I think The Botanist in SW1 is meant to be quite good for a bit of breakfast, although don't hold me to that, I've never been.

How about Cote restaurant (http://www.cote-restaurants.co.uk) at Hays Galleria - Two minutes walk from London Bridge station. They have a river terrace (with umbrellas if the weather is dodgy), and do a lovely looking breakfast / brunch menu - It only opened the other week and am still trying to think of a client to take there for brekkie en route as I walk past it to work. It's on the Thames and next to HMS Belfast with great views to the City. (No I don't work for them before you ask!) failing that Roast in Borough market is always a good one.
