My better half has resigned from her job and is currently working her (4 week!! :O ) notice period, she's asked to take her remaining time off but they've said no and forced her to take the payment for it instead, can they do that?

Yes, indeed.

She will be due pay for her untaken vacation allowance regardless.

With respect to the four week notice period - the employer is most certainly entitled to pay her for those weeks and not require her to turn up...or they can ask her to turn up. Up to them.

(and what is written in her Ts&Cs or Contract of Employment)

"Gardening Leave" it's known as. Very common. Particularly with Sales Jobs - where one's notice period would all too likely be spent talking to current clients about the firm one is ABOUT to work for....

Oh...and yes they can ask her to take vacation if she's got lots left...

And then work the four weeks afterwards? If so, and she's got that much annual leave, that should be ok.

(Why four weeks redface btw? Seems normal to me, probably with 3 months being the next likely notice period?)

Right - that's clearer.

No - they have the right to ask her to take holiday at a mutually agreeable time. i.e. - They don't have to say yes you can have your last week off...

But she will be entitled to the pay for those days. So that's something.

I take it she's going straight into the next job and was hoping for a few days off in between?

If I was them I'd negotiate over this one: i.e. IF you complete your handover in time YES you can have off the last week. Because otherwise she might sick. There's a lot of swine flu about, you know. yes

I'm not suggesting anything untoward - just that if I was them I'd be happy to negotiate...

Nothing to stop Her catching swine flu though biggrin
