Prog rock festival cancelled. What would you do??

OK,
Don't want to get into specifics because of the PH naming and shaming rules, but a three day outdoor "Woodstock Revival" festival was due to take place not a million miles from Shrewsbury a couple of weeks ago.
Some well known acts in their field were booked, Jethro Tull, etc, but the promoter who in the past did not have a great track record was very slow sending tickets out, sometimes weeks late, then due to poor ticket sales for whatever reason, (no publicity etc) the plug was pulled a couple of days before the event was due to start, also bands were pulling out because they weren't happy with health and safety issues, advances had not been forthcoming from the promoter etc...Jethro Tull kindly even offered to go on for half the agreed fee......
However, even up to a few days before, NO work had commenced on site, stage erection, toilet facilites, local signage etc, so many people are out of pocket and extremely angry, only a handful of refunds have so far been issued, although they have been promised this week, but many are sceptical.
Some are out of pocket to the tune of £140 or more....yes they MAY get the money back from their credit card company, but several thousand pounds must have gone astray at least, and e-mails are not being replied to.
I must add, I personally, have no money at risk, but some of my friends have.
What would you do, accept it, small claims court option.... or what??

If this was the memories of Woodstock event I understood he had agreed to refund all tickets. Have you tried calling them?
As I mentioned, I did not actually purchase any tickets, I was planning on going down on the day, but several people have tried to contact the organisers without success.I suppose they will have to keep their fingers crossed that the promised refunds materialise.
