Fabia cambelt change

My Fabia (2003 TDI, 74kw ATD engine) is due a cambelt change.
Garage are telling me that this will cost £105 for 3hrs labour and £108 for parts unless it needs the vibration damper changing too, in which case £215 for parts.
My googling suggests that the ATD engine does have the vibration damper, should this be changed with every cambelt change, or is it not a wear item in the same way?
