Not sure what to do..

I'm currently unemployed(London based), I have recently moved and closed my IT support/web development business for various reasons, the main one being it wasn't making enough money to live on.
My CV isn't great and I'm lacking long term experience and decent qualifications. IE longer than 6 months with a particular employer(that includes being self employed). So(I think) My CV gets binned 9 times out of 10
I apply for about 10 jobs daily(mon-fri) along with hassling agencies for work. I've been doing this for a month now ( I haven't even had rejection letters) and seem to be getting nowhere fast and need to take a new approach.
I'm thinking about going back to college. To either do an a-level course in either, IT/computing/business (something relevant) or something I enjoy, music production/technology
Or an access to uni course in business or something similar.
BUT I don't want to do a course and end up being in the same position(IE no job prospects) in a year/2 years/3 years if I go on to do a degree.
I keep hearing in the news about school/college/uni leavers in the same position as me, unable to get work.

Not the most positive spin to put on things, but that's a whole load of people with more academic qualifications than you struggling to get a job, despite presumably having a better CV than you!
If it were me, I'd probably try getting into Uni. At least then you can use your CV, such as it is, to demonstrate afterwards that you have some experience, but also the maturity to realise you weren't fulfilling your potential, hence the change of direction.

ETA If I did decide to go down the uni route maybe by the time I finish the jobs market would be in a much better state?
