I "think" this is what you want to do:

Bright image bottom layer
Dark image top
Add a layer mask to the top image and fill it with black, so it's effectively invisible again.
Paint through the sky with a soft brush in white.

Yes, you're probably using the wrong sort of layer mask. I think if you just press the layer mask button you'll get a reveal all layer mask. You need to go into the layer menu and select a hide all layer mask. Either that, or do the layering the other way round.

The way I usually deal with a blown out sky is to magic want select the sky, feather it by a certain number of pixels, then paste it onto the light image. Or select the land, feather, then paste it onto the darker image.
