I'm guessing Nikon VR.
If that is the case mine is always on for both, set to nrmal as it is smart enough to recognise lateral movement and only absorb the vertical. Worked fine with the 70-300 and the Sigma 150-500 and now works well with the new shiny 70-200 F2.8 and the 300 prime f2.8. I dont use a monopod by the way (personal choice) but I have read mixed accounts of the VR performance with a monopod. Not the reason I dont use one though.

For your shortest exposure values (<1/250th) I'd say don't bother with VR at all.
For longer values (maybe 1/250th to 1/10th), and if panning horizontally, I'd go for VR on (it should steady your vertical movement) - if you are moving yourself I think you need the "Active" VR setting (when being thrown up and down in a vehicle of some sort) if you have it and this will try and steady in both horizontal and vertical so will probably get nicely confused around a panning subject
