quick question on registration

Hi all,
I was under the impression that to build a car and get a current registration you need all new parts with only one reconditioned part allowed. I'm planning on building a 7 type car soon (MNR MK or Mac#1) and have been looking at various build diaries. many of these seem to use a number of ford doner parts ( e.g. steering column, drive shafts and suspension parts) but still end up with a current reg No. just wondered how this is done.
The other question is that assuming the reconditioned part is the engine, who inspects this to confirjkm it is in 'as new condition'.
