I haven't heard anything about that over here (Australia).
It would be extremely difficult to do. You have to remember that the Mount Panorama circuit is only a temporary street circuit. It's surrounded by (and encloses) farmland. There are farming fields within the circuit itself, as you get up Mountain Straight, into the mountain itself, and down Conrod straight. So any short track will have to use the small part of the infield that is normally used for car parking, race personnel, etc.
IMHO, it sounds like a very long shot.

Totally different to the one in Autosport. That turned left halfway down the con-rod straight, did a bit of a squiggle before turning left onto the mainstraight back up the hill. Basically it cut out the chase, the last corner, the first corner and about 1-2 miles of straight. Oh, and the pits complex?
