so this is what im planning on bidding on. His feedback is low, took him 2 days to answer a couple of questions i had, also i only live 5 mins away from him but he said i cannot collect it.
Im probably being over cautious, but under those new paypal rules if i pay with paypal i am protected if it turns out ot be a rip off right?

Yes.I bought a CPU a year or so back and the person never posted the CPU, then left eBay. PayPal managed to refund my money after about 4-5 weeks.

I'd be a bit cautious considering the Xbox is not the most reliable console - Mine is back at Microsoft for repair for the second time!

Yea, I think he might be protecting himself, ebay only regard a courier receipt as proof the buyer has the item. Without that, they can pay by paypal, collect, and get a refund.
Collect and pay cash would counter that, and also save him the fees etc
