It's a top down map of a residential area showing roads, etc. and a motorway running through it.

You can implement different "road safety measures" such as road humps to piss of the locals and speed cameras to raise revenue. By doing this, you supposedly reduce the average speed, therefore reducing the casualty rates.

Nice bit of propoganda showing the only way to stop a Hot Shots style body count escalating to horrendous levels is to fleece the motorist enough to preclude them from driving.
