I hardwired my Garmin Sat Nav. I just bought a cigarette lighter socket, plugged in the sat nav power socket and wired the socket to a 12v and a negative. I want to hardwire in my tomtom as I like it on my right handside and I don't want a wire running from the socket across my dashboard.

Simples
Seems like it'd be pretty easy to run the power cable down under the dash, behind the center console, across to the passenger's side where you can loop it up and plug it into the lighter socket. Zip tie the power cable up out of the way, and you're done.
If you're more technically adept and want to get fancier, then you can tap into the 12V going to the lighter socket or to the stereo and either wire in a socket, or cut the end off the sat nav power cable and wire that in.

DONT CUT THE WIRE ON THE SAT NAV END! My TomTom from the cigarette lighter has a coaxial style cable where the negative runs inside like an inner core and does not just split into two wires inside the plastic coating of the wire...I know I make no sense...look at the picture below...It maybe explains it better. (all my own work...including the spelling mistake 
)

OK .. so sounds like it is best not to hardwire in, but to run the cable behind the dash and just plug into the cigarette socket.

It is to receive traffic reports which are then analysed by the satnav. Does it work in the Noble? I have read that a lot of people can't get a signal in other cars and had to hardwire it to the aerial!

No need to remove the dash. Just stick your head down into the driver's footwell and look up - the whole underside of the dash is open. On the passenger's side, you may have to remove the panel under the dash that goes underneath the radio holder. A few screws, along with the panel hiding the fuse/relay boxes, hold it in place.
