Fairford seems to regularly cycle from active to stand by.
it's hardly been 'active' in the sense of lots of planes flying in an out all day (such as Brize / Lynham) for a while.

Fairford hasn't been a fully active airfield for the best part of 40 years. That is one of the reasons why it is used for the International Air Tatoo.

Used to see the B-1 bombers go into / out of Fairford during the gulf wars, way cool. An Iraqi with a shotgun would have had a good chance of potting one from the perimeter road.
