Fiesta - Loss of power and high revs

Girlie friend has a 1.25 fiesta on a 55 plate. Last 2 months it has developed an odd couple of engine problems.
What’s happening is that on start up the engine just races away on what seems to be full power, but doesn’t seem to come back down to a normal idle speed. The other problem is that on pull away, there is no power being delivered (has occurred since the power issue)
Now, in the past couple of weeks something was changed on the engine (I can’t recall what part but was expensive, will find out) it cured it for a while, but the problem returned. So original part was replaced.
My original thought was a possible sticky throttle/electronic choke (when bought it had a sticky clutch). Or coming to mind as I type, a problem with the mix? I haven’t been able to look/listen or have a ride in it and as I’m not a mechanic, can only guess what it maybe.
So, any ideas as to what could be the problem/how to sort it?

Could be the ICV (Idle control valve), when these go or IIRC they can get clogged up too, then can cause the symptoms you describe.
I think a dodgy air sensor can also produce similar things, although I'm not sure, I'm just going by topics that have appeared on the ukfiestanetwork forums that I can remember.
