It looks to me to be an ANPR van and not a speed van.
but not 100% convinced they can not get your speed as well.

That's a standard issue ANPR van, there's probably some plod further down the road.

They don't to speed just Reg number cross checking with a database, tax insurance MOT, bank robbers etc.
