According to our local BiB when I was thinking of the same as long as its not viewable from outside whilst your driving its fine, bassicly if someone else driving can tell you have neons in the footwell etc then its illegal. The cop i spoke to said he isnt bothered if you can't tell when driving, if you can tell then in his opinion its too bright and would obstruct your outside view anyway.

I did install the neons...promptly each one in turn got stepped on or kicked even though i thought i had mounted them in places no 'normal' people would put their feet... frown

i know this is a whole other topic but I dont think exterior ones should be illegal either aslong as they are not so bright as to dazzle road users or flash to distract people from the road...it seems to me we already have bigger distractions. what about advertising boards on the road-side...it seems these are designed to distract a driver from the job of driving for a few seconds to sell them something...but of course this is ok because it makes money.
