Qualifying - Race Fuel

What exactly is the point of making teams choose their race fuel and then allowing people to drive round the circuit and through the pits a few times to burn it off?

I appreciate that the qualifying session was heavily interrupted, but why didnt more teams do this to try and get a lighter car launched off the grid if this is acceptable practice?

because most of the time they would rather have more fuel on board to try and get further into the race before having to stop - I think the reason for Rosberg doing it was that with all the penalties he'd ended up further up the grid than expected so was going to be so heavy at the start he'd lose places...or something like that!

I seem to remember that they always had that option(run through the pits to get extra 'sighting laps') but hardly anyone does cos they don't want to waste fuel they'd want to save for the race.
