ECU Connection

Sorry to be a pain, I know there are lots of threads about ECU connections to a laptop but...

1. With the ignition on will a PC connect to the ECU if the engine *isnt* running ?
2. Any particular COM port ?
3. Any COM port settings to make ?
4. Any body have the 3 pin to DB9 female pinning order ?

It will connect with the ignition on and immobiliser turned off. The engine doesn't need to be running.
