JSA... why cant she claim or is this completely true?

Right... OH is now one of the many without a job.
She has moved in with me due to her previous flat finishing at the same time as her Masters course and she was going home for 3 weeks so didn't want to sign straight away to a new place.
She has been in the UK for 4-5 years doing Uni studies and the odd bit of work during the Summer months.
She has a NI number.
She is Finnish.
She is now looking for a job in UK/London.
She has been told she is allowed the square root of f
k all cause I have full time work (more than 20 hours a week) which I understand for the benefits bit.
But why have they said that she can whistle if they think she can claim for JSA in this country even though she has put money in the scheme when working during the summers, etc?
Give me some ideas of why, how and if we can sort this so she can claim.

It's been 20 years for me but if things haven't change then isn't JSA a contributory benefit and as such you need two years NI contribuitions? The odd bit of work in the summer wont get you that. There are 2 ways they assess the claim.
1) By the number of multiples of basic NI contributions the person has made over the year (has to be 50 times £80 or something which works out at around £4K)
She wouldn't have met this doing summer work.
2) On the household income level (I can't remember the correct term) which if you're working would be over their limit.
She'd fail here too.

Unemployment benifit is assesed at two levels.
Income based...Which she won't get cos you work.
Contribution based, which she won't get cos she doesn't have enough contributions.

Hey look at it from my point of view. I've paid about half a million quid in NI over the years.
I'm still only entitled to contribution based JSA. 60(ish) quid a week.

All those work shy ones probably don't have a partner earning what you earn. I presume your married.
Im sure she will be able to get work no problem. I guess shes not a snob and will happily work in Macdonalds, a pub, wait on tables in a cafe until something more suitable comes up?.

hed when I said she should do that... as its 'defrauding the system'...So she has siad that she lives with me even though she is actually paying me rent... go figure!!
