MORI poll - I'm looking for "non-white" people

I was working at home last week, minding my own business when at the door an odd looking woman knocked on the door and showed me her MORI card and the conversation when as follows:
MORI Woman (MW) - Hi, I work for MORI and I'm conducting a survey on behalf of your local council - do you have 5 minutes?
Me - Not really
MW - Ok, well, let me explain - I've got to use house number 30 and go 6 doors either way
Me - O... K...
MW - What I need to do is find people that are not white...
Me - You what?
MW - The poll is to discuss some local issues with people that do not have a white background and...
Me - Excuse me?
MW - It's discuss local matters and get your view on some issues....
Me - You're looking for black people?
MW - No, no - non white people
Me - You are joking aren't you?
MW - No - it's a serious poll
Me - Well, I'm kindof busy right now as I'm trying to work...
MW - Ok, I'll come back tomorrow and we'll conduct the poll then
Me - That's fine (I wasn't going to be in anyway)
MW - Do you know of other non-whites on this street?
Me - Do I know of other black people on this street?
MW - No, no - Non white people
Me - Um. No - not in this village...
MW - Ok, I'll see you tomorrow
Me - Uh. Sure.
She left and I stood there stunned for a little while trying to work out what the hell had just happened and why I'd had what could only be described as a totally surreal conversation. And what kind of operation this woman was running.
Is this genuine or a piss take?

Like someone knocking on the door and asking me if I could respond to a poll for non-English persons. (I'm not English). I'd have to ask: is it in Welsh?
