roof fitting question

Hi Guys
i'm still around , but too busy driving , making the most of this brilliant sunshine we have had , and still got down ere

quick question on the roof fitting : on the two front fixing hole on windscrren edge , there is a square black plastic surround with the centre hole in it ,

are those plastic surrounds supposed to be fixed , or are they supposed to be loose like mine ????? i seem to be getting a lot of wind noise through it ???
