HELP! lighting

ok pretty much im still learning atm, i took this photo last night the lights at the bottom are 4 LED's. whats the best settings to pick up the individual LEDs? cheers

It's not a question of lighting but of exposure. Dial in about -4 EV, but the rest of the image will go black. Hence take two different exposures and composite the images.

However, I think the one you have looks more natural (apart from the strap-on blur effect)
