My 200 TDi won't rev

I've got a Defender fitted with a standard 200TDi which runs as sweet as a nut, no smoke, starts every time, etc. But, it won't rev. I've no rev counter on it, so I don't know how fast it revs to, but it won't go above 60mph in 5th and 50mph in fourth. It doesn't seem to be down on power, it just won't rev any more, and it seems as though it's not getting enough fuel to run any faster. Any suggestions? Could it be the lift pump not dragging enough fuel to the pump? Any fault finding suggestions anyone??

Have you tried running it with the air intake disconnected?

Nope. Disconnected where, between the filter and the turbo?

Yes, Disconnect anywhere between the two to rule out issues with either the air filter or the inlet hose leading to the turbo.
