Cast you mind back some 15 years or so. There was a comedy series on and I'm trying to find a particular sketch from it; as follows.

A woman in evening wear is walking down an isolated country lane that is lit only by a wintry moon. An owl hoots (I think) and then a set of headlights suddenly appear out of the darkness in the distance along the lane behind her. At the noise of the engine she looks over her shoulder at it and quickens her pace. Sinister music starts up as the headlights draw ever nearer. The woman walks even quicker, eventualy breaking into a trot and snapping off one of her heels. The music builds to a 'phsyco shower scene' like crescendo. With a face contorted in terror the woman turns to the vehicle which has now caught up with her. It's a bus! and on board, playing full tilt, is an orchestra! The bus drives straight past her and carries along up the road (orchestra slowing their tempo a little) and out of sight.

I think that bit was from French and Saunders, and the same joke used in the x-files episode of the simpsons

There's a very similar scene in The Simpsons episode where Homer sees an alien that turns out to be Mr Burns...

you sure? sounds like not the nine o'clock news with, my guess, pamela stephenson being the woman.

There was a scene like that in High Anxiety, but I can't find a video of it. I guess the one you saw was a parody of that.
