Best GP Driver never to have won a race?

Obviously there are loads of GP drivers that never won a race, but of those that had a meaningful career who do we think was the best driver ,but just never had the luck/car/etc?

I was also going to suggest Allessandro Nannini, but then remembered he won a race after Senna was disqualified.

I think that Quick Nick is the highest point scores never to have won a race, but as a current driver he still has a chance!

Panis would have finished on the podium even if everyone had finished. He drove a stonking race that day. He was then challenging for wins at the start of the next season, but breaking his legs in Canada lost all the momentum of the team. Great shame.
