Can I transfer ownership of a vehicle and change to a private plate at the same time (purchasing plate at the same time). I've asked the seller to let me have the V5 so i can do just that. is it possible?

yes you can if the plate is on retention. do it at the local office

+1 just take the log book and plate retention docs into the local DVLA office. All done at once.
