There is no crank or pistons in that engine. It is basically a block and heads. It would cost a small fortune to get it to running condition.

Cool ornament in a lads pad though!!!!

Pistons wouldn't be a major problem (Although still expensive as there are 10 of 'em!)

No idea how you'd go about getting a crank done? DKE/Arrows would probably do them..who knows how much though? £3k to £10k at a wild imaginary guess.

why do you only get some of the engine? what would have happened to the other bits?

There were a host of bits on ebay recently and I wonder if this person has bought them up and assembled them.

Parts tend to be split to prevent engines being run or Intelectual Property rights/secrets may have prevented those bits being sold, they may have also been lifed and in that case dangerous to sell on incase someone tried to run it.
