Good, free DVD creation software

I need to burn a DVD to be played in a normal DVD player. I have Roxio MyDVD9 but it only seems to have 3 background images for the initial menu screen, and they are st, worse and really crap. Any recommendations for something that will import an AVI, add a simple (black background) menu and then burn to disc?
