Now you know why not many people ask straight forward question on here
In an attempt to give you a sensible answer... yes. Even just starting it up once a week should be fine and just run it for 5 mins to get everything warmed up a bit and put a charge back in the battery from starting it. It wouldn't harm just to move it a foot or so backwards or forwards if you are leaving it 3 months or so just so the tyres are not taking the weight on the same spot all the time.
They don't appreciate standing idle, but he may forgive you what with the broken ankle an' all

Or possibly put it up on axle stands if that's an option - I've had other cars (not TVRs) laid up for similar lengths of time though and apart from batteries going flat they don't seem to suffer.
As an aside we just shipped my brother in laws "classic" Volvo out to South Africa to him - it had been laid up in my father in laws garage for about 9 years. That had been up on axle stands, battery removed and apart from a good squirt of oil through the plug holes down the cylinder bores when it had been laid up originally has had little "maintainance" other than the clutch pedal excercised every few months to stop that sticking. We chucked a new battery in it and after priming the carb it started easily enough and we drove it onto the transporter to take it to the docks!!!

When running it make sure you give it a few revs, to get the oil pressure up so that it does get to the head of the engine - letting it idle will increase wear, and you need a bit of gasflow through the cats to keep them clean as well.
No substitute for getting someone onto your insurance, and then taking it out for a spin once a week....
