How do you test the cooling fans?

Anyone know how I can test my cooling fans are working properly?
when I put the airconditioning on from cold, the small fan (kerb side) runs really fast (lots of air) but the larger fan is running alot slower? is this correct, pulled the fuses (the big ones) whilst this was going on and each stop and restarted like they should.

The second one usually doesnt come on until things are pretty hot.
