ANPR camera at the local tip

Today I had the pleasure of taking our recently defunct tumble dryer to the local tip, but to my surprise I was greeted with an ANPR camera rigged up on a tripod. I was hidden/protected by a couple of big bins.

I know ANPR cameras are generally used for checking for un-taxed/insured vehicles, but are the government now snooping on who's taking stuff to the tip? Are we going to start getting taxed for it additionally, or is it just to catch the unwashed and uninsured? But surely this would be better placed out on the main road, rather than hidden away at the council tip?

That must be illegal! It smacks of local authority snooping at the same level as the parents recently surveiled to see if they had pulled a flanker on the LEA. I'd phone this in to one of the red tops.

But they can't just assume that you've brought the rubbish from the vehicle's registered address. That would be some terrible data.
Although I'm happy with my assumption that the ANPR data will be used for revenue raising means

Yup, our nearest tip is in Surrey - we're not supposed to use it and instead do a 30 mile round trip to the one we are 'allowed' to use....

There were several blokes, at least 4, stood about in high vis council attire that clearly work there. I can't see any reason for the ANPR camera being there for any reason other than for monitoring who's using the tip. If they just wanted numbers they could have a counter, but it looks like they're after much more detail than that.
