Unless you can get your teeth in there you'll need a tool.
Sometimes they can be pulled off with pliers if you wobble them about a bit. Or there's a proper tool to pull them off, looks like a pair of slim tongs. An even better tool is one of those sockets which tighten up that you use to undo buggered nuts.

You still ideally need a proper set of stem seal pliers but there's an old race engine builders professional trick to remove them more easily which very few other people ever think of. Get a camping Gaz burner, propane torch or whatever, burn the seals for 30 seconds until they're smoking and it destroys the rubber and they pop off like bottle tops. Try it without doing that and you can pull until your arms are sore and they still won't budge because the serations on the top of the valve guide hold them in place. You won't hurt the guides or the head with such a small amount of heat for a short while.
