Is mirror tint illegal on the windscreen?

Reg 32 Con and Use Regs 86 states visual transmission for light through a w/screen glass has not to be less than 70 per cent (Vehicle used before 1.4.85) 75 per cent first used after 1.4.85.

No 5 Amending Reg of recent times states that also applies to any tint, film or other substance applied to w/screen.
