cold air comnig from passenger footwell

At high speeds I get a cold air stream form the passenger foot-well. It's as if the inlet to the heater is not sealed. I've blocked the 'cold air' inlet on the drivers side and as far as I can tell there is not one on the passenger side.
Has anyone else had this and what was it?
After a quick inspection under the dash, it looks like the heater will be quite a job to access/remove.

Might be worth checking the door rubbers,
put dome vaseline on them close & open the door
check you have the door rubber outline left on
the bodywork contact area....dont use alot of vaseline.

Titter ye not! If I get both hands on the dial and push hard I can get cold air blowing.

A ride in a motor with no hairdryers or golf clubs

The cold air could be either from the heater diverter flap not working properly inside the back heater box. This flap diverts the air up or down as required.
Or
The air is coming in as it should do but is bypassing the heater and back heater box and going straight into the footwell.
