E36 HID Conversion Kit

Im having problems with the HID's in my E36. They started to take an age to come on in the evenings so I suspected nackered ballasts. I bought a new set of HID's and i'm still having the same problem.

After a while they will come on together. I need to sort this ASAP becuase of the nights drawing in. When I finish work it's dark. If it's a problem with the switch would the side lights work?

Any ideas?
