'traffic calming' and overtaking?

a hypothetical question for any resident BIBs in the know, answers on a postcard? assuming everything about a road is standard, ie, 30 limit, straight, good vis etc, what aftermarket items of road 'safety' can i overtake on? for instance, can i overtake on speed humps if the car in front has a very low splitter and drops to 2mph to go over them? surely the limit is 30 regardless of how many bumps the council see fit? similarly, where councils put those big concrete pedestrian crossings in, can i go on the other side to overtake? or am i correct in my view that they are put there by councils where they are not really needed explicitly to stop such manoeveres? and finally, you know those width restrictions to stop larger lorries driving down certain roads? can i go steaming through the ones on the other side of the road legally? (although i think i know the answer to this one

In the absence of prohibition signs/lines then the manner in which traffic calming measures are negotiated
if the standard of driving is not what would be expected of a reasonable, prudent and competent driver in all the attendant circumstances, you could be in the mire.

My local road has chicanes with give way priorities to reduce speeds, but I just had to overtake a numpty the other day that was driving well below the speed limit and I just lost my patience and went for it.
I feel this would have been a lot safer than tailgating and causing blood pressure to rise.
