Could this not be down to better road management ( pedestrian crossings and railings preventing people walking out into the road in stupid places. ), huge amounts spend on advertising road safty or the fact that pedestrian impact protection has improved 10 fold since the mid 80's?!

funny how these stats appear whilst trying to implement more of these 20 limits.
