I have had an enquiry about buying a car from an English guy living in Brunei.

It all seems like a genuine enquiry, but one thing that worries me a little is he asking for lots of information that he tells me he needs to enable him to get permission from Customs and Excise before he can buy it. The problem is the info he is asking for would also make it easy for someone to clone this car.

It might just be me being a little paranoid, but if anyone has specific experience with the import rules in Brunei I would be very grateful.

Copy of email:

"Good day Jason,
Further to our telecon a few mins ago, the list below is what I need to show C & E here in Brunei, to get the car passed and permission granted to me to import the car.

1 / Photo showing plate on car with Chassis no.
2 / Photo showing plate on car with Engine no.
3 / Photo of Windscreen showing close -up of tax disc, present or last one
4 / Photo showing one wheel and tyre on the car
5 / Copy of log book

If I can receive these from you tomorrow, I will go to C & E here on Tuesday, and by latest Thursday, we should be able to conclude the deal.
rgds, XXXXXXXX."

Do these requirements sound right?

If his aim is to confirm that there would be no issues importing the car, and perhaps to get a cost on any duty, then just the plate on the car with VIN and manufacture date should be enough. The other info might be needed if he was physically importing the car, but as he has not yet put down a deposit from the sounds of things, sounds a bit premature? Each country has its own peculiarities, but you are right to take care.

I would explain that there have been instances of people cloning cars, and therefore that you have to safeguard yourself. Could he please send you a copy of the identity page of his passport as proof of identification, so that you can be reassured who you are dealing with; you hope he will understand.

The details he is asking for are more detailed than might normally be asked for, so I do not think this would be unreasonable.

Good idea about the Passort Page.

We were also talking about him sending someone he knows in the UK to see the car, I was also thinking about not sending any details until this person has been?

Would it be unreasonable to ask for the name of the person he is dealing with at C&E for you to forward the details to him they need?

Why on earth would they need to see the tax disc? That is surely only relevant to the UK authorities.

Why not phone the Brunei embassy (020) 7581 0521 and ask what documentation is needed to export a used car from the UK, ask them to confirm via email and forward onto your client

Ask for anyone of these security measures and you'll know fairly quickly if he's for real or not. You definitely did the right thing in asking the public though.

Thanks chaps.

Have asked for a bit of ID before sending any further info, and he seemed ok with this. Watch this space.

Number he called me from is a Brunei number.

sounds genuine then..I am based in the Middle East and have bought two cars in the US. The dealers are usually pretty sceptical initially and so I give them my local number and send across details via my company email address

Can't be genuine, he hasn't asked for a picture of you next to the car with a tub of Birds custard.
