Why do people have to start every sentence with, TO BE HONEST?

Does this mean that every previous sentence has been dishonest? Or every future sentence is dishonest unless they say, TO BE HONEST at the start of the sentence?

They even abbreviate it in writing on emails/forums to TBH.

IME (I used to work with a fellow who used this a lot) - it meant, I am about to lie to you.

TBH, it's not such a big deal.

My friend's lodger cannot speak without prefixing everything with "I'm not bein' funny right"

He is quite correct though. We have never heard him being funny.

Hmmm, I don't quite see the problem.

When somebody says it to me, I take it to mean that they are going to be frank and open with me.

In life, people tend to take the diplomatic approach and say things that are very neutral to avoid causing offence or put themselves on the line.

TBH just means that they are going to show their hand and put their own view across. By saying TBH, you are saying to the other person "I am going to say something which you may not agree with, but this is how I see it"

Phrases and clichés are the butter on the bread of conversation.

I agree, It suggests a view that might sound more direct than normal.
