E46 M3 washer bottle

Anyone else have a problem with their washer bottle/line staying iced up/out of action for a long time?
Mine seems to have been out for long periods over this recent icy spell
Example:
2 hour journey up the M5/M4 early this morning: couldnt get a drop out of it, same for the journey back after work
Yet left it sat on the drive for an hour or so when I got home, went out, and it worked!
(very similar set of events the other day)

Today was the first time I skooshed my washers only to have the screen ice up as the water froze agaisnt it instantly. This wouldn't have been a problem, were I not doing 60mph on a dual carriageway at the time 
Suffice to say, I popped in past Shell pretty sharpish and bought more screenwash.
Not an M3, but same gubbins I suspect.

Have always made a point of going for 100% concentrate but had the car serviced recently so that could have screwed things up
Have paid a lot more attention to the screen wash recently, note a lot of the garages sell the car plan "ready mixed" stuff that says nothing about the temp it works to (though even some of the neat ones state -5! - fat lot of use the last few days)
