Lack of Cisco contracts?

Been a lack of a lot of contracts across the board recently, a friend of mine who recently took his Cisco accreditation has found this also.
A lot of it is permie staff being made redundant, and going contracting, plus a lot of the big contract users (Fujitsu, and various MoD establishment) has just shed a load of them. Alongside companies cutting costs, the contractors are usually the first to go.
It will probably pick up again, what with distance working, cloud technologies and various other bits and bobs popping up.
