Does anyone make one. I fancy making a little garage scene from the late '70s/early'80s.

Little back street garage with workshop and showroom. A few period fords, Renaults, BL Talbots etc.

Do they make kits like this?

There are some sets of equipment available but not much in the way of infrastructure. Here's some Snap On equipment;

1:43rd Snap On

If you're prepared to mess around a bit with scale when printing, you could try this;

which is 00 scale, so 1:76th. You'll want it at 1:43 so 0 gauge in model railway parlance.
