Not read the full article but is it not more a case of the government apologising for not supporting a large number of deformed children?

ked up. A thinly veiled "we'll try not to let it happen again".

But "sincere regret" and "deep sympathy" is not "sorry", if you were listening to Radio 5 Live on the way home this evening, one victim, admittedly sounding like he was from the people republic of Liverpool this evening, wanted the word "sorry" and no amount of asking and then querying what was the problem with the word "sorry" could get get Mike O'Brien to use the word, and in the end he essentially put his fingers in his ears and la-la-la repeated his prepared statement 4 or 5 times and accused the interviewer of stitching him up (which may or may not be true). bbc said:

Quite puzzled about the use of the word "sorry" by a minister of the crown, anyone else know if it would have a legal implication? He was also keen to make clear this £20m was not compensation, but something else. Can't help thinking that this maybe a form of none apology apology
