NHBC Guarantee cover boilers?

New Build flat bought approx 2½ years ago, boiler just sprang a leak due to a faulty valve.
Should this be covered by the NHBC?

No, general rule of thumb is structural, but also there is a £1300 excess on NHBC cover which you won't be anywhere near.

NHBC won't cover it but check the guarantee on your boiler. The one the builders fitted in ours had a 5 year one on it.
