strange cameras on kings road last night.

Driving home last night I noticed at periodic points there were people manning cameras on tripods, pointing them at cars, they didnt look like building regs cameras or speed cameras as such but didnt look like a conventional photo camera either. The people operating them were definitely trying not to be noticed (but were wearing fluorescent bibs)

On Hammersmith Bridge recently there have been signs saying ANPR is in operation. Could possibly be related to this?

Alternatively as has been said it could be related to all the building work going on down there at the moment. Those flats seem to be in a perpetual state of build...
